Peters Paid $19.75 a Vote to Bilbray’s $16.58 in 52nd District House Race

GOP incumbent concedes to Democrat: “I wish Scott and his family the very best in his endeavors.”

Updated at 12:43 p.m. Nov. 16, 2012

Ending one of the most expensive congressional elections in the country, Rep. Brian Bilbray on Friday conceded defeat to Democratic challenger Scott Peters in the 52nd Congressional District.

As of Thursday, the county Registrar of Voters Office said Peters led Bilbray, a six-term member of the House, by nearly 4,000 votes: 136,345 to 132,468—or 50.72 percent to 49.28 percent.

According to the latest federal filings [see attached PDFs], Peters outspent Bilbray $2.69 million to $2.19 million. This doesn’t count outside committees that lobbied for or against either candidate.

That means Peters spent $19.75 per vote to Bilbray’s $16.58.

“With the majority of votes counted, I would like to congratulate Scott Peters in his bid to serve the citizens of the 52nd Congressional District and the people of San Diego,” Republican Bilbray said in a statement, adding:

I would like to take this moment to thank all the supporters of my campaign. This was an expensive and hard-fought campaign that drew national interest. I appreciated the spirited dialogue that often accompanies campaigns like this. While Scott and I differed sharply on how to handle the issues facing our nation, now is the time to put those differences aside and find common ground to address our country’s many challenges.

Looking back, I take great pride in what my team has been able to accomplish in my time in Congress.
I was fortunate to have environmental bills passed and signed into law: The Border Smog Protection Act that strengthened the Clean Air Act and the Beaches Environment Assessment and Coastal Health Act that strengthened the Clean Water Act, as well as a bill to clean up Lake Hodges. I also take great pride in protecting veteran benefits with the passage of a two-year budget cycle and honor their service by protecting the Mount Soledad National Veterans Memorial.

I endeavored to open my colleagues’ eyes to the promise of renewable fuels that will one day curb our dependence on foreign oil. And finally, something very close to me, reforming the bureaucracy to get cures to patients faster and increasing medical research funding to one day turn cancer into a manageable disease.

As for me, I will continue fighting for the issues I believe in and that benefit San Diego, only in a different capacity. I look forward to finally having the opportunity to spend time with my family and seven grandkids. I wish Scott and his family the very best in his endeavors.

Peters issued a statement from Washington:

This afternoon, I received a very gracious phone call from Congressman Brian Bilbray. He wished me luck and offered his support. We agreed that while it was a tough, hard-fought campaign, now is the time to put it behind us. I thanked him for his service and look forward to his support as I transition into office.

I’m in our nation’s capitol this week, working hard, and getting ready to hit the ground running on behalf of the people of the 52nd District. I am very grateful to the hundreds of people who walked, called, contributed and gave me their support; it was their energy and enthusiasm that put us over the top in this close race. There’s much to do.

I’m encouraged by the tremendous group of colleagues I’ve met here so far: freshman members of Congress, because like me, they all heard loud and clear during their campaigns that voters are tired of the partisanship, tired of politicians who put party over people.  I look forward to working with everyone to get things done for San Diego and the American people.

The county Registrar of Voters has been checking provisional ballots in the Bilbray-Peters race, which was too close to call until Friday. Some 120,000 votes were still uncounted as of Thursday, the office reported.

According to RealClearPolitics, Republicans outnumber Democrats in the 435-member House of Representatives 224-179 (counting the Peters victory).  The site listed 32 races as too close to call Friday afternoon.

In the new 52nd Congressional District, registered Republicans outnumber Democrats 137,371 to 130,262, but 111,281 listed no party preference in the latest tally. The district includes the cities of Poway and Coronado as well as parts of San Diego.

Here’s a map of the new district and communities served.

Scott Peters? Really? Because he was such an asset to San Diego when the city pensions were being negotiated? I am sick. :(

Congratulations to the voters of the 52nd CD, and to Scott Peters whom I'm sure will make an outstanding Congressman.

no one has actually WON an election in decades..
but just about every one has been PURCHASED..for varying amounts of money, influence, or patronage.. money is the name of the game.. doug

The fact that a fiscally and ethically bankrupt scoundrel like Scott Peters actually won this election over a well-respected Congressman of Bilbray's stature just sickens me! Peters ought to be in jail for what he did as a Councilman in San Diego. How soon we forget! Go back to my Patch blog on February 12th, 2012 and maybe people will realize they've allowed a snake into the hen house!

peters won because of redistricting..not money spent or not spent..when the census decreed that the 52nd had to be changed, it was..it took away a lot of republican voters, and added a lot of democrats..it was that simple..
sure, the money played a part..but it was numbers more than anything.. i'm no particular peters fan, either..but he did win it..that's the way it works, you know.. doug

Why is it nobody remembers Maienchein our new assemblymen was a big part of the city pension woes? I didn't read any complaints about him being elected. Now he'll get a life time of not one, but two pensions. Past councilman. Eventually past assemblyman.

I really want to cry. Brian Bilbray was one of the last few honest Congressmen left. Even my sister in law, who is a staunch liberal Democrat, interacted with him in his wife in business and raved about how honest he was. He is the real deal. Now there is a slick person in the office, who from the headline, appears to have bought his way into office. Disgusting. I wish that our district hadn't changed so that we are now in Issa's -- because I wanted to be in Bilbray's district and vote for him. Good job, San Diegans -- nice to know that you can be bought : (

Welcome Scott Peters! Finally got rid of the dishonest Bilbray...he was all blow and no go. Someone tell him to please take a bath! He always looks so dirty!

This is what's wrong with our electoral system .... only citizens in that district should be able to contribute, period .. no PACS, corps, unions or other entities, no outside money, just citizens in the district ... If you can't vote for the candidate, you shouldn't be able to contribute to them ...
Lynn Marr November 17, 2012 at 05:13 pm
Yes, I say congratulations to Scott Peters, too. All of his naysayers here are entitled to their opinions. I don't feel it was only money that caused Bilbray to lose. It was his reputation. Money from PACs, etc, and misleading mailers could not buy the election here in Encinitas. Jerome Stocks was voted out of office as conflicted and convicted ex mayor Dan Dalager was in 2010!

i agree jay, but can it be controlled ?
Robert Paulson November 17, 2012 at 06:40 pm
You've definitely had way too much Kool-Aid. Bilbray is sleeze personified. He is the one who could be bought.
Jay Berman November 18, 2012 at 10:42 pm
A law like this would never be passed .. hacks will never vote to cut their funding .... their contributions ...
b thomson November 19, 2012 at 01:27 am
